Fiscal Analyst 2 – Budget Coordinator

A day in the life:
  • Coordinate the planning and preparation of budgets for Program Services, Innovation and Planning and the Transportation Safety Office.
  • Track budgets and personal service contracts during fiscal periods, recommending adjustments to budgets/contracts as necessary.
  • Create, recommend and implement processes and procedures for fiscal operations.
  • Review and analyze accounting and fiscal policies, determining appropriateness of transactions and ensuring that accounting system output properly reflects operations within assigned areas.
  • Develop and monitor system-generated reports, use computer spreadsheets and accounting software to create fiscal reports, and communicate technical accounting information.
  • Establish and use procedures for tracking project expenditures.
  • Review, evaluate, and implement corrective action in response to audit findings.
  • Code and process invoices through for payment.
  • Develop and/or revise information technology project cost-benefit analyses and feasibility studies.
  • Analyze financial impact of project initiatives, alternatives and plan revisions.
  • Work within the agency to establish cost centers for federal grant expenditures and revenues and to generate monthly invoices.
  • Work is performed in an office environment with remote work options.
  • Infrequent statewide travel and occasional after hours or weekend work required.

What we need:
Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
OR
Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
OR
Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Note: A bachelor's degree in business, public or non-profit management, finance, accounting or a related degree (such as public policy, political science, public administration, economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years.

Note: You do not need to have all of these qualities to be eligible for this position. 
  • Experience in budgeting and finance, including analysis and reporting of financial data.
  • Strong Microsoft Excel skills as well as experience with Word and Access.
  • Skilled in preparing accurate and usable budget documents and financial reports.
  • Experience with contract and federal grant monitoring and reporting.
  • Excellent written and verbal communication skills, especially in the drafting and presentation of financial analysis to management
